SEND Code of Practice​: Preparing for Adulthood (Chapters 8 & 9)

Summary

The SEND Code of Practice requires that young people with special educational needs or disabilities (SEND) be prepared for adulthood. From Year 9 onward, annual reviews of Education, Health and Care (EHC) plans must include a focus on future outcomes such as employment or further education, independent living, community participation, and health. The Code places responsibility on local authorities, education providers and health bodies to coordinate support and begin transition planning early.

  • Preparing for adulthood must be considered from Year 9 (age 13–14) at the latest, though earlier planning is encouraged.
  • The guidance covers key life domains:
    • further/higher education or employment;
    • independent living; community and social participation; and
    • health and well-being.
